VCC works closely with a dynamic network of agents to recruit qualified students. We provide promotional materials, training sessions, campus tours and other resources to support our agents in their recruitment efforts. We also communicate important updates regularly and when necessary, and request our agents to provide accurate information when advising prospective students.
VCC agents’ responsibilities
VCC enters into agent agreements with VCC-approved agents and performs regular audits to assess the effectiveness of the relationships. Here are some responsibilities of VCC-approved agents:
- Agents must communicate current, complete, and accurate information about VCC to students, including but not limited to the admission requirements and processes, tuition, refund policies, and whether graduates from selected VCC programs may be eligible for the Post-Graduation Work Permit Program.
- Agents must maintain transparent relationships with students through written contracts that govern the relationship between the student and agent.
- Agents that work with a Sub-Agent network will be responsible for the acts of their Sub-Agents.
- Agents must not provide immigration advice, unless authorized to do so as a licensee in good standing with the College of Immigration and Citizenship Consultants or a member of a law society of a province or territory of Canada.

Agent representation
Using an agent representative is not a requirement at VCC. Students may choose to apply on their own or work with a VCC-appointed agent to help them apply to VCC. Contact agents@vcc.ca if you have any questions about using a VCC-approved agent to apply to VCC.
Instructions for students
- By indicating the agent information on your application, you agree to authorize VCC to include your agent in admissions-related email communications.
- Agency information must be included on student applications if you want your agent to receive your application updates. If you did not include your agency information upon applying to VCC, and wish to appoint an agent as your representative to follow up on your application, submit the agent request form to agents@vcc.ca.
- If you decide to appoint another representative, send the agent request form to agents@vcc.ca for this request.
- If you decide to remove your agent from receiving communications and updates about your application, email agents@vcc.ca. Remember to include your student ID, full name, and the program applied to.
Instructions for VCC-approved agents
- VCC-approved agents with a valid agent agreement must include their VCC agent codes upon application to be eligible for commissions. Agents may find their unique VCC agent code on the first page of the VCC agent agreements.
- To be eligible for commissions, VCC-approved agents must send the applications of prospective students to VCC by including the agent code upon applying online. Agent information added after an application is already submitted is not considered a referral, and the application will not be eligible for commissions.
- If you still wish to support and follow up on a student’s application without commissions for students who applied on their own or with other agents, please request the student to submit the agent request form to agents@vcc.ca. The email must be sent directly from the student to VCC.
- Students changing programs are required to withdraw from their initial program and reapply to a new one. Upon withdrawal, the agency information will be removed as this application is deemed unsuccessful. To be eligible for commission, the initial referring agency information must be included when re-applying. If students reapply on their own, no commission is payable.
- If a prospective student’s application is withdrawn, it is considered an unsuccessful referral. In such cases, a re-application from a different agency may be accepted upon approval.
- Change of agency is not permitted for commission purposes. While students may request to use a different representative after a VCC-approved agent submits the application, commissions are paid to the first referring agency upon successful enrolment.
- Students who were previously enrolled at VCC are not considered prospective students, and agents helping these students re-apply to VCC are not eligible for commission. This includes students who have withdrawn after classes have started or graduated from VCC. VCC-approved agents are encouraged to confirm with students before application if they have previously applied to or studied at VCC.
Instructions for non-VCC agents
While non-VCC agents without a formal agent agreement cannot represent VCC and are not eligible for commissions, they may still be appointed by students to receive and follow up on application updates. Students may submit the request by:
- Including the agency information when applying online, or
- Sending an agent request form to agents@vcc.ca after students have already applied on their own.
Commission
VCC-approved agents with a valid agreement may be eligible to receive commissions. To be eligible for commissions, VCC-approved agents must:
- Recruit qualified prospective international students to VCC. Domestic student referrals (Permanent Residents and Canadian Citizens) are not eligible for commission.
- Refer prospective students to VCC’s full-time programs available for international students. Part-time programs are not eligible for commissions.
- Include the VCC Agent Code upon sending student applications.
- Support the students to successfully enrol at VCC.
In certain cases, commissions will not be payable.
- Students applying on their own
- Students referred by other agents
- Students previously enrolled at VCC

Payment procedures
VCC-approved agents with a valid agreement may be eligible to receive commissions for successful international student referrals in full-time programs available for international students.
- Include your VCC agent code when submitting student applications. Without the agent code, commissions may not be payable.
- Commissions are calculated automatically as long as the agent codes are provided upon student applications.
- Commissions will be released to the bank account you provided upon your agent application. Invoices are not required. Contact agents@vcc.ca if your bank account information changes, and allow 4 to 6 weeks of processing time for the request to be verified and updated.
- A report will be released once commission payments are processed, and the report will include student referral details and eligible commission amounts. After reviewing the report, if you identify missing commissions based on the above payment schedule, inform agents@vcc.ca by including the student number, student name, program and term in your email.
- If you are eligible to receive commissions but do not receive the payments by the end of the estimated payout month, please contact agents@vcc.ca.
- The payment schedule is estimated and subject to change without formal notice. For commission eligibility, refer to your VCC agent agreement for details.
Prospective agents
A prospective agent is an agent that:
- Has never signed an agent agreement with VCC
- Had a VCC agent agreement that had been terminated before the expiry date
- Had a VCC agent agreement that expired and was not renewed
Only VCC-appointed agents with valid agent agreements and good standing status may represent VCC and may receive commissions for successful student referrals.
Agent recruitment status update
Currently, VCC is NOT actively signing new agents or recruitment partners.
Due to limited enrolment capacity and with a well-established network of agents and partners actively recruiting students to VCC, we are not signing more prospective agents. From time to time, when new programs are launched, additional seat capacities are created, and emergent markets are identified, agents recruiting from specific regions or particular programs may be encouraged to apply to work with VCC.
VCC has overseas teams supporting agents and students from various regions. Remember to get in touch with the team if you mainly recruit students in these countries and regions, as the need to sign new agents may vary.
Agent newsletters
VCC international agent newsletters are sent to VCC-approved agents on a regular basis. Included in the newsletters are updates and reminder information of VCC International program offerings and availability, events, student services and other important information helping agents stay informed of changes and updates.
