The council includes faculty, student reps, administrators, support staff, and the president. Faculty and students are elected, and administrators are appointed by the president. This diverse composition ensures a balanced voice in academic decision‑making.

VCC’s Education Council is made up of ten faculty members, four student representatives, five educational administrators (including one Indigenous educational administrator), and two support staff. The president is an ex officio member.
